A Tale of Three Projects: The Value of CA in Action
The role of Hixson Construction Administration is broad with many facets. Two important points of this role are to:

Over the course of six weeks in 2024, a Hixson Construction Administrator (CA) visited three different jobsites: Two different clients, different locations, different installation contractors. Same issue.
All three projects included installation of utility piping in a Good Manufacturing Practice (GMP) space that processes food products. In these spaces, a polyisocyanurate pipe insulation was required by project specifications to be provided. The Hixson CA determined that a common and less expensive fiberglass insulation was installed.
Why does this matter? A “poly iso” insulation is a closed-cell insulation that prevents moisture from the production and cleaning process to be absorbed into the insulation. Fiberglass insulation is capable of absorbing moisture potentially creating a point of harborage where harmful bacteria can grow most likely out of view of the cleaning crew or Quality Assurance inspectors. Propagation of this bacteria could pose a threat to persons who work in the area and also to those who eat the food content should it become airborne.
In all cases, the Hixson CA notified the General Contractor and Owners involved. Replacement of this insulation was scheduled in each area. Had this condition not been observed, the bacteria could have resulted in closing of production lines, recall of product, and worse yet, harm to the consuming population.

- Why did only the Construction Administrator find this? Hixson Construction Administrators are tasked with verifying plans and specifications on the job site. Verification of insulation material types and ensuring the jacketing that protects the insulation is properly sealed from the elements are routinely checked during a site visit. Hixson CA’s, many of whom have decades of experience, are trained to look for these deficiencies.
- Isn’t that what I am paying the contractor to do? Why should I have to pay Hixson for this? The contracting partner’s intent is to provide the owner with a high-quality building/space. Often times, their staff is not as focused on food safety as the CA’s. When a Hixson Construction Administrator is involved throughout the project, they can consult on details during design, assist in selecting a qualified contracting partner, work with the contractor while constructing mock-ups to ensure details are executed in a correct and cleanable manner. Through regular site visits, potential problems can be identified and corrected early, limiting the risk of costly rework and schedule impacts. Catching potential issues early will decrease the likelihood of finding a concern later.
